Mark Phillips is the second person to seek refuge on the reserve after the power goes out. When a desperate Phillips arrives, Terry begins to handle the situation calmly, but Scott butts in and rashly shoots Phillips, saying that the community needs to protect their territory from incoming threats—even though Scott himself sought refuge on the reserve. Scott’s show of brute force in this confrontation enables him to seize power.
