A man named Lewis Bort returns to Terminus after observing the situation on Anacreon and reports his findings to the Action Party. Bort describes how the religion established by the Foundation has cemented Lepold’s divine status and created an unshakable loyalty among the population. The priests believe in the supernatural power behind the scientific tools the Foundation has provided, making rebellion or political manipulation impossible.
Hardin’s strategy, however effective in maintaining control through dependence, is misinterpreted by his critics as a sign of weakness. For the Action Party, it confirms their belief that Hardin’s focus on diplomacy has come at the cost of Terminus’s safety.
Themes
The group grows increasingly frustrated as Bort details how Hardin’s policies have strengthened Anacreon’s monarchy and military while leaving Terminus vulnerable. They debate potential motives behind Hardin’s strategy but fail to agree on a clear explanation. Sermak raises concerns about rumors of an old Imperial battle cruiser repaired for Anacreon’s use, suspecting it could escalate tensions and lead to immediate conflict. During the discussion, a man bursts in with breaking news: Hardin is traveling to Anacreon for Lepold’s coming-of-age celebration. The group interprets this as a treasonous action, believing Hardin may be conspiring with Anacreon’s rulers against the Foundation.
The Action Party’s accusations reflect their distrust and inability to see the larger purpose behind Hardin’s decisions. Rather than considering the value of negotiation, they assume betrayal, which is easy for them to do because they already consider Hardin an enemy. This moment exposes the growing divide within Terminus as internal opposition threatens to destabilize the Foundation at a time when unity is critical to navigating external threats.
