After the meeting with Chen, Gaal and Seldon travel to the University in silence. Gaal asks if Seldon’s warning to Chen about Trantor’s accelerated fall was true. Seldon confirms he was telling the truth, and he believes Chen knows it. At the University, a captain informs them they have six months to prepare for relocation to Terminus. The timeline worries Gaal, but Seldon reassures him and takes him to his private office.
Seldon recognizes that Chen’s power is built on maintaining the illusion of stability, which makes acknowledging the Empire’s collapse impossible. This exchange further demonstrates how Seldon uses truth as a tool: not to persuade Chen, but to pressure him into acting in ways that align with Seldon’s plan. Gaal, meanwhile, begins to see how vast and carefully constructed Seldon’s strategy really is.
