The day after the trial, Gaal and Seldon meet privately with the Commission of Public Safety. Linge Chen, the true power behind the Empire, presides. He questions the need to address events three centuries away and challenges Seldon to justify his continued existence. Seldon warns that executing him would hasten Trantor’s fall, reducing the timeline to 50 years and threatening Chen’s own position within a year. Although he does not have complete faith in Seldon, Chen offers an alternative: exile to Terminus, a remote, uninhabited world at the galaxy’s edge. There, Seldon and his team can work on the Encyclopedia Galactica without disturbing Trantor. Seldon accepts, recognizing it as the only viable choice.
This private meeting reveals the real balance of power in the Empire—Linge Chen, not the Emperor, controls the fate of Seldon and his project. By questioning the importance of events three centuries away, Chen epitomizes the Empire’s short-sightedness. He dismisses long-term consequences in favor of preserving immediate stability. In response, Seldon leverages psychohistory as a weapon, tying his survival to Chen’s personal interests.Chen’s offer of exile to Terminus is a calculated compromise. On the surface, it appears generous in that it allows Seldon to continue his work without disrupting Trantor. In reality, however, it isolates Seldon and his team, removing them from the Empire’s center and placing them on the distant edge of civilization.
